Each document has a responsible person, its file, and its expiry — or the explicit statement that it has none. The register answers are we in order at a glance, which is the question a bank, an audit or a tender actually asks.

The expiry notifies before it passes.

The warning goes out inside the window you configure, to the people you name, and repeats until the renewal is on the record. Move the date and the reminder moves with it.

Which documents belong here?
The ones the company itself must keep valid: DURC and DURF, certifications, insurance policies, chamber registrations, filings. Project drawings and procedures belong to document control; an employee's certificate belongs to HR.
What about a document that never expires?
It is marked as having no expiry, explicitly — so the register distinguishes never expires from nobody entered the date, which is the difference that matters.
Who gets the reminders?
The responsible person and whoever you add, on the notice window you set. The reminder repeats until the renewed document is on the record.
